This period lasts 30 days but is not mandatory, so some TLDs will go straight to GA.
The “GA” or General Availability phase is when domains are offered to all, on a first come first served basis.

A “premium” domain name is a generally a short, memorable domain name, which is highly desirable and therefore carries a premium price. Think beef.irish vs buysomebeef.irish
These are domains that fall into categories, (e.g. Geographic, Religious in some cases, related to registration services), which exclude them from being registered. Strings that are for country code top level domains for example, are on the blocked list. Registering ie.irish would not be possible.
The Trademark Clearinghouse (TMCH) is a database of trademarks. When someone attempts to register a domain name, which matches with a trademark in TMCH, the registrant will receive a warning that registering such a domain may infringe on a Trademark. The registered trademark holder is also notified of the registration.
